Thomas Balderston, Information and Technology Specialist

Mr. Balderston is a manager experienced in planning, procuring, developing, implementing and operating computerized information systems, particularly financial systems. He has over twenty years consulting and management experience in Europe, Asia, and Africa on World Bank, USAID, and Development Bank projects. Mr. Balderston developed public sector financial applications and wrote specifications for, negotiated and managed hardware and services contracts. He staffed, organized, and trained computer support organizations, assisted new businesses overseas as a consultant, and set up and managed marketing offices in Europe.

Mr. Balderston has worked on numerous short and long-term projects for MetaMetrics. As Chief of Party he led the innovative procurement of a Commercial Off-the-Shelf System (COTS) for workflow in the Egyptian Sales Tax Department, meeting an ambitious schedule on time and saving $350,000. He served as an Monitoring and Evaluation specialist on the Afghanistan Rule of Law project. He also led on-site project closeout and Final Project Report preparation for the USAID Monitoring and Evaluating Program Performance project in Iraq.
