Neil DesaiWith over 20 years of extensive experience in full lifecycle system development for large-scale web-based, client/server and mainframe projects, Mr. Desai uses both agile and waterfall methodologies. He is expert in project management, functional/technical requirements analysis, and test strategy/planning. He has helped sell and manage over $8M in services, and has led teams of up to 35 people worldwide across many large IT implementations. He has experience in complex marketing and sales analysis efforts. His private and public sector project experience includes web portal development, environmental permitting, occupational safety/health, telecom billing, CRM, ASP, and customer self-service software implementation. Mr. Desai practices a management philosophy that fosters excellent client relationships, cross-team collaboration, communication, and collegiality.

Mr. Desai managed a team to collect, document, and maintain all requirements for establishing and maintaining an enterprise interagency web portal and communications architecture for the Department of Veterans Affairs and Department of Defense. Between 2008 and 2017 the team implemented 8-12 new features every three months across four different platforms simultaneously. Deliverables included Requirements Management Plan, Requirements Specification Document, 50+ process flows, 200+ user stories, 200+ use cases and 70K+ requirements.
For a start-up Ancillary Terrestrial Component (ATC) mobile-satellite network provider, Mr. Desai managed business, technical and legal resources to complete vendor selection and begin negotiations for $100M+ in managed services for wireless backhaul in 3 launch markets.
He managed a team to capture the requirements for the new Occupational Health and Safety Administration (OSHA) Information System (OIS) to replace all core legacy systems, which support the operations of over 4,500 federal and state OSHA workers in 250 offices nationwide. His team developed 50+ process flows, 90+ use cases, and 8,000+ functional requirements and report specifications supporting over 20 areas for the new system using the RUP methodology.
Mr. Desai provided program office assistance to large wireless local number portability (WLNP) implementation for Nextel Communications. He represented various organizations to develop policies and procedures and identify process and technology solutions for WLNP impacts.
